Milwaukee, Wisconsin
This might be surprising considering that Milwaukee is generally known to be a progressive state and is relatively safe. Picture this though. In 2015, the country’s population rose by 3.2% over the last 5 years. Despite that, the crime rate has dropped by 0.7%. The opposite happened in Milwaukee. The population rose by just 0.5% but the crime rate shoot up to 60.5%. This is totally astounding. Hopefully, this trend would reverse soon.
